Portugal Introduces New Immigration Rules

Portugal has approved new immigration rules in 2025 that change how non-EU citizens can enter, live, and work in the country.In October 2025, the Portuguese Parliament approved a new immigration law (Law 61/2025), which made important changes to how people from outside the EU can enter, stay, work, and bring family members to Portugal. This law aims to make the system more structured, clear, and aligned with labour market needs — but it also introduces stricter requirements compared to before.

End of Automatic In-Country Regularisation

One of the biggest changes is the end of automatic regularisation inside Portugal.

In the past, many foreigners entered Portugal on a tourist visa and later applied for residence while staying in the country. Under the new rules, this will no longer be possible in most cases.

Now, immigrants must apply for the correct visa before coming to Portugal, such as a work visa, study visa, or family visa.

 

Job-Seeker Visa Becomes Limited

Portugal previously allowed foreigners to enter the country with a job-seeker visa, which gave them time to find work.

Under the new law, this visa will now be restricted mainly to highly qualified professionals, such as specialists in technology, health, engineering, or other skilled fields. Low-skill job seekers may no longer qualify.

Stricter Family Reunification Rules

Family reunification rules have also changed.

Immigrants must now:

• Hold a legal residence permit for at least two years
• In some cases (e.g., spouses who lived together before arrival), this time can be shorter (about 15 months)
• Show proof of stable income
• Prove they have adequate housing

Only after meeting these conditions can they apply to bring close family members to Portugal.

Authorities will now pay closer attention to:

• Whether the person entered Portugal legally
• Past illegal stays in Portugal or other EU countries
• Accuracy and completeness of documents

People with a history of illegal stay may face longer waiting periods before being allowed to apply again.

Focus on Integration

The new law places stronger importance on integration. Immigrants may be expected to:

• Learn basic Portuguese
• Take part in integration or social programs
• Follow tax and social security rules

The government says this will help immigrants adapt better to Portuguese society.
