Portugal Allows Free Refunds for Storm-Damaged Euro Banknotes
Residents affected by recent storms and flooding in Portugal may be able to recover the full value of damaged euro banknotes at no cost, thanks to an official reimbursement service provided by the country’s central bank.
The measure applies to cash that was soaked, torn, stained or partially destroyed due to extreme weather events and follows standard rules used across the euro area for damaged currency.
Who Can Request a Refund
According to the Banco de Portugal, damaged euro banknotes can be reimbursed if:
-
The banknote is genuine (not counterfeit), and
-
More than 50% of the note can be physically reconstructed, or
-
Less than 50% remains, but the holder can prove the missing part was destroyed by an accident such as flooding or a storm
Banknotes that were intentionally damaged or altered are not eligible for reimbursement.
How the Reimbursement Process Works
Damaged notes submitted for evaluation are examined by specialized technicians, who verify authenticity and determine whether the legal conditions for reimbursement are met. If approved, the holder receives the full face value of the banknotes.
The service is provided free of charge, regardless of the amount submitted.
How to Submit Damaged Banknotes
There are two official ways to request reimbursement:
1. In Person
Individuals can deliver damaged banknotes directly to public service offices of the central bank located in several cities across Portugal. A valid identification document is required, and a receipt is issued upon submission.
2. By Registered Mail
Those unable to visit in person may send damaged banknotes by registered mail with declared value. The submission must include:
-
The damaged banknotes in a sealed envelope
-
A copy of the sender’s identification document
-
Full contact details
-
Bank account information (IBAN) for reimbursement
Once assessed, the reimbursed amount is typically transferred directly to the applicant’s bank account.

What Happens to the Damaged Cash
After evaluation:
-
Eligible banknotes are reimbursed in full
-
Ineligible or non-genuine notes are destroyed under secure procedures
-
Applicants are notified of the outcome
Processing times may vary depending on the volume and condition of the notes submitted.
Part of Broader Storm Recovery Measures
The reimbursement of damaged banknotes complements a wider set of emergency and recovery measures introduced in Portugal following severe weather events, aimed at supporting households, businesses, and financial stability.
Authorities encourage anyone who lost cash due to storms or flooding to avoid discarding damaged banknotes and instead submit them for official evaluation.
